“Am not happy about paying for the extra driver that we never used. I wonder if this is a scam.”

I have a visa credit card which I have used as a credit card for decades. They insisted it was a debit card and would not accept it forcing my husband who does not know how to drive stick shift to pay with his card as an extra driver. Our fee was quite a bit higher because of this.
